The uproar among politicians in Hong Kong and China were audible when a vain attempt made by officials to rescue the bus, which was hijacked by an armed former policeman. The rescue attempt was the cause of deaths of hostages and stained the relationships between Philippines and Hong Kong.
The investigators did not disclose the details of accused persons.
The justice Ms de Lima, who also is the head of investigators, told journalists that they had already discussed on specific officers and people. They were expecting to issue the final report in this week and hoping to President to act accordingly.
She further added that the report of charges was "based on the evaluation of the actions, the non-action, the missteps, the lapses, the negligence, the incompetence" of involved persons.
Earlier Ms de Lima believed a possibility of killing hostages accidentally by friendly fire, but later on Thursday she rectified her statement, saying based on survivors accounts, they were killed by hijackers.
there was a strong possibility that at least some of the hostages may have been accidentally killed by "friendly fire", but she said on Thursday that "based on the survivors' accounts, they were really killed by the hostage-taker", the Associated Press news agency reported.
The ex-policeman Rolando Mendoza, 55, hijacked a bus on 23 August, in an attempt to get back the job he lost in 2009.
